Kennedy era un chiste cuando llegó a Washington en 1962. Cuando John F. Kennedy fue elegido presidente en 1960, mantuvo su escaño en el Senado de Massachusetts reservado para su hermano menor, colocando a un compañero de la universidad en él durante dos años hasta que Teddy cumplió los 30 años exigidos por la Constitución.
