Lyman Hall nació en Connecticut en 1724. Estudió medicina en Yale College, se graduó en 1756 y poco después se trasladó a Charleston, Carolina del Sur, para establecer su consultorio médico. En 1760 compró tierras en Georgia y estableció una plantación, donde continuó ejerciendo la medicina. Dos años más tarde regresó a Carolina del Sur, aún como médico.
En 1774, ya comprometido con la política revolucionaria, volvió a Georgia y se ganó la atención poco halagadora del gobernador real, James Wright. También fue elegido miembro del Congreso Continental, donde participó en el suministro de alimentos y medicinas para los ejércitos revolucionarios. Fue reelegido al Congreso hasta 1780, pero se retiró a su estado adoptivo en 1777 cuando asuntos estatales, incluyendo la situación de su viejo amigo Button Gwinnett, requirieron su atención.
Poco tiempo después, la guerra llegó a Savannah. La propiedad de Hall fue incendiada y fue acusado de alta traición. Huyó a Charleston, que también fue tomada por los británicos. Luego huyó a Connecticut, donde, según algunos, encontró refugio con su familia.
Regresó a Georgia en 1782 para reclamar sus tierras, fue elegido miembro de la Asamblea Legislativa en 1783 y posteriormente ascendió al cargo de Gobernador. Tras un año como Gobernador, sirvió un año más en la Asamblea y luego un año como juez. Después, volvió a la vida privada y se dedicó al desarrollo continuo de la agricultura en el estado. Hall falleció en 1790 a la edad de 66 años.
