Con 63 votos a favor y 36 en contra el Senado de EE.UU. ha aprobado la noche de este jueves un anteproyecto de ley para suspender el techo de deuda y evitar un impago.
Ahora la iniciativa, que la jornada anterior fue avalada por la Cámara de Representantes y propone suspender el límite de endeudamiento hasta el 1 de enero de 2025, pasará al presidente Joe Biden para ser firmada. Tras formalizarse este último trámite, el Gobierno estadounidense podrá seguir cumpliendo con sus obligaciones.
Tras concluir la votación, el mandatario emitió un comunicado en el que celebró el avance del anteproyecto. “Nadie consigue todo lo que quiere en una negociación, pero no nos equivoquemos: este acuerdo bipartidista es una gran victoria para nuestra economía y para el pueblo estadounidense”, subrayó. Asimismo, señaló que espera poder suscribir el documento “tan pronto como sea posible” y que se dirigirá a la nación el viernes.
A diferencia de la elevación del techo de deuda en una cantidad específica, su suspensión permite al Congreso definir un período de tiempo antes del cual el nivel máximo de endeudamiento debe abordarse de nuevo. Este enfoque garantiza que el elevamiento del techo de la deuda no será utilizado para obtener beneficios políticos y que la próxima batalla sobre la cuestión se desatará ya después de las elecciones presidenciales de 2024.
Antes de la votación en ambas cámaras del Congreso, Biden y el presidente de la Cámara de Representantes, el republicano Kevin McCarthy, alcanzaron un acuerdo bipartidista definitivo que incluyó concesiones por ambas partes.
El acuerdo estipula que el gasto no destinado a defensa permanecerá en 2024 a niveles prácticamente iguales a los actuales y se aumentará un 1 % en el ejercicio fiscal de 2025.

Por otra parte, el pacto prevé recortes en los planes de financiamiento aprobados anteriormente para el Servicio de Impuestos Internos, algo que exigían desde la bancada republicana. Entre otras concesiones de Biden, destaca la negativa a cancelar las exenciones tributarias introducidas durante el mandato de Donald Trump para las corporaciones y los ricos.
En paralelo, las disposiciones del acuerdo bipartidista sugieren que aquellos estadounidenses que pidieron préstamos para pagar sus estudios tendrán que empezar a devolverlos a finales de verano.
Además, pese a la propuesta republicana de cancelar las subvenciones a las energías renovables, la iniciativa aprobada por el Congreso no introducirá cambios en las provisiones de la Ley de Reducción de la Inflación en materia de clima y energía limpia.
Después de que, a finales de enero, se alcanzara el límite de deuda de 31,4 billones de dólares, el Departamento del Tesoro empezó a tomar “medidas extraordinarias” para seguir pagando las facturas del Gobierno federal.
El Gobierno federal estadounidense está sujeto a una normativa legal que regula el nivel de endeudamiento que puede asumir. Una vez que se llegue al límite y agote las formas de pagar sus cuentas, el Congreso debe levantar el techo para que el Ejecutivo continúe pidiendo prestado para cumplir con sus obligaciones.

How is this a victory if you’re desperately cutting programs that keep American people from drowning? I don’t understand how these government officials can sleep well at night, knowing that they are getting a steady paycheck and they’re able to get raises versus everybody else struggling to keep up prices of rent food.
