En las palabras de Sandro Rojas Filártiga, Luis Arce era el encargado de llevar material de construcción a todas las escuelas que los Soldados estaban reparando en el marco de la acción social durante el Operativo Independencia. En la tarde del 28 de Mayo de 1975 llega para cumplir con su tarea en la escuela rural del paraje Manchalá. Es recibido con disparos. Luego de algunas horas se decide llevar a un soldado gravemente herido hasta el Hospital de Famaillá, Luis Arce es el encargado de conducir el camión. Esta es su historia.
