Para el dignatario visitante, sin duda, la reunión fue un importante ascenso internacional, ya que de hecho lo llevó sin escalas a la gran mesa de las decisiones internacionales, una suerte de Yalta actualizada, equiparándolo al anfitrión y al ayer ausente Xi Jinping. Tampoco fue casual el lugar elegido para celebrarla, toda vez que Putin sólo debió volar los 87 Km que separan a su país del continente americano, ahorrándole los (imaginarios) riesgos que conlleva la orden de captura dispuesta por el Tribunal Penal Internacional que pesa sobre él.
Trump se mueve, como hemos visto desde que asumió su segundo mandato, en forma espasmódica, pero algunos datos siguen resultando curiosos o llamativos, si se quiere. Por ejemplo, ha impuesto serias sanciones arancelarias a India por comprarle petróleo y gas a Rusia, y dando el consecuente oxígeno financiero a su débil economía, un estado que la guerra misma ha ahondado. Sin embargo, no ha hecho lo mismo con China, que no sólo se comporta del mismo modo con su – por ahora – aliado de Moscú, a quien además suministra armas.
Para obtener un escurridizo cese del fuego en Ucrania, ha amenazado reiteradamente al “neo-zar” con embargar los activos en el extranjero de su país, de los principales magnates rusos y de sus empresas, pero no ha concretado nada. En cambio, después de prohibir a Chevron operar en la extracción de petróleo en Venezuela y levantar esa medida al poco tiempo, algo esencial para la catastrófica situación del país, aplicando la Ley Maginsky, sí ha confiscado bienes del dictador Nicolás Maduro por US$ 750 millones (casas, aviones, haras, etc.) en territorio estadounidense y en República Dominicana, además de ofrecer una recompensa de US$ 50 millones por su cabeza, imputándolo de narcotraficante.
Este jueves, por otra parte, Trump prácticamente ha militarizado la ciudad de Washington al ordenar al Ejército y a la Guardia Nacional patrullar las calles de la capital invocando la necesidad de devolverles una seguridad ciudadana que, a sus ojos al menos, ha perdido; y ha encomendado a la Armada desplegar numerosos buques en el Caribe, en un nuevo intento de detener el flagelo del narcotráfico en la zona.
En la región, la atención está centrada en Bolivia, donde mañana se sustanciará la primera vuelta de las elecciones presidenciales. Todas las encuestas coinciden en que el segundo turno se disputará el 19 de octubre entre Samuel Doria Medina, de centro derecha, y Jorge “Tuto” Quiroga, de derecha. Si así fuera, habrán terminado los gobiernos del MAS, que encabezados por Evo Morales y Luis Arce Catacora, hoy mortalmente enfrentados, destruyeron la economía hasta sus cimientos. Pero no garantiza que el líder cocalero, con orden de detención por estupros reiterados, no resista violentamente desde su reducto en el Chapare.
Ese final implicará un enorme alivio, porque acabará con una de las grandes cabezas de playa – la otra, Venezuela – de Irán en la región y de sus milicias proxys, sobre todo Hezbollah, tan activas en la Triple Frontera y aliadas de las violentas organizaciones criminales brasileñas, Primeiro Comando Capital y Comando Vermelho, que tanto daño están causando en Paraguay, Argentina y hasta Uruguay, ya que utilizan la Hidrovía para exportar la droga e importar armas.
Ya en noviembre, los ojos continentales se centrarán en Chile, que el 16 de ese mes celebrará sus elecciones presidenciales – el 14 de diciembre se disputaría, de ser necesario, el segundo turno. Gabriel Boric, que viene muy golpeado por el desempeño económico, lleva como candidata oficialista a la comunista Jeannette Jara, y competirá contra sus principales adversarios de derecha, José Antonio Kast (Partido Republicano) y Evelyn Matthei (Vamos Chile); si alguno de estos últimos triunfaran, gran parte de la región habrá cambiado de color político, enterrando aquellos delirios mesiánicos de “Patria Grande”, pseudo socialista y ladrona, que soñaron Hugo Chávez, Néstor Kirchner, Luiz Inácio Lula da Silva y Rafael Correa.
