Tiempo después la intervención del General de Brigada WALTER GUSTAVO RE, titular de la Dirección General de Personal y Bienestar del Ejército, trajo una bocanada de esperanza a los cautivos martirizados por las bajas temperaturas invernales. Lamentablemente esto duró poco ya que la sospechosa “solución” que propone el aludido jefe, seria anular 90.000 kcal/h (kilocalorías por hora) suplantándolos por una paupérrima provisión de 15.000, a través de un equipo tipo Split de uso hogareño. Esto “humanitariamente es una muestra de desprecio”, como lo manifestó ETCHART por escrito (se adjunta copia de Mail) el día 9 de julio pasado, cuando se celebraba un nuevo aniversario de la Independencia Argentina. Estos perversos manejos que por diferentes causas repiten los mandos de todas las fuerzas de uniformados con los reclusos de lesa motivan que que en este caso me pregunte, ¿qué pensará de sí mismo el General WALTER GUSTAVO RE, cuando lejos de fanfarrias, misas y celebraciones patrias, frente al espejo se mira a los ojos en la mañana cuando se afeita? ¿o quizás está inhibido de hacerlo? Que Dios y la Patria se lo demanden … a este BONET del siglo XXI.

De mi mayor consideración:
Le escribo con respeto, pero también con creciente preocupación. Nos informan que finalmente se ha autorizado la reparación de uno solo de los equipos Westric, y que se persiste en la insólita decisión de desactivar definitivamente el equipo del comedor, el mismo que fue desmantelado bajo la gestión del improvisado Lautaro Ignacio Díaz.
No puedo dejar de preguntarme:
¿Esta decisión técnica fue tomada para justificar la destrucción previa del equipo y proteger a quien lo inutilizó, o realmente alguien cree que puede calefaccionarse un salón de 1.200 m³ con un equipo de 15.000 kcal/h?
Para que no quede como una opinión, le comparto el cálculo básico:
Un salón de 10 m x 35 m x 3 m con aislación deficiente —grandes superficies vidriadas, sin cierre hermético— requiere entre 38.000 y 45.000 kcal/h para calefacción mínima.
El equipo que pretenden instalar aporta solo 15.000 kcal/h, es decir, menos de la tercera parte del mínimo requerido.
Y están reemplazando un equipo original de hasta 90.000 kcal/h, como la Unidad Westric Línea Confort RT 030, diseñada específicamente para aplicaciones de gran volumen.
Descartar el equipo original del comedor implica también desechar una extensa red de distribución de aire caliente/frío, compuesta por conductos de zinc de 90 cm x 60 cm de sección, con una longitud de 35 metros, que garantizaban una climatización uniforme a lo largo de todo el local.
El equipo split que se pretende instalar, en cambio, concentra un chorro de aire extremadamente caliente o frío en un único punto, en un extremo del salón, afectando sólo a quienes se encuentran a 2 o 3 metros, mientras deja sin efecto al resto del ambiente. Es funcionalmente inaplicable para el volumen y uso del recinto.
Desde lo técnico, esto no es un error: es un disparate. Desde lo administrativo, es un gasto injustificable. Desde lo humano, es un acto de desprecio.
Nada justifica esta decisión, salvo la voluntad de encubrir la inutilidad o la corrupción, y de paso evitar tener que reconocer que la solución correcta estaba planteada desde el principio: reparar ambos equipos Westric, mediante contratación directa con el Servicio Oficial.
Lamentablemente, todo parece indicar que esta maniobra está siendo promovida o avalada por el Jefe del Instituto Penal, Teniente Coronel Claudio Caifil, quien carece absolutamente de conocimientos técnicos, y se apoya en un Cabo 1ro Mecánico de Instalaciones Fijas, cuya función lo obliga a ser a la vez plomero, electricista, carpintero, gasista y albañil, y que —como suele pasar cuando se pretende ser todo— termina no siendo nada.
General, con respeto, se lo digo claramente: esto ya no es un error, ni una demora. Esto es una decisión política, técnica y administrativa equivocada y encubridora.
Adjunto a este mensaje el catálogo técnico del equipo Westric Línea Confort RT 030, para que puedan observar con precisión el tipo de equipamiento que se pretende descartar, reemplazándolo por un split hogareño, absolutamente insuficiente para la función y el volumen a climatizar.
No hace falta tener un título de ingeniería para entender la diferencia.
Confío aún en su palabra, y espero sinceramente que esta historia no quede escrita como otra oportunidad desperdiciada de hacer lo correcto.
