¿Cuál es el estado actual de la Polemología?
De la mano de quien fuera mi distinguido huésped en Madrid, hace unos años, en mi visita al Instituto Cap. Grl. Gutiérrez Mellado, Grl. Dr. D. Miguel Alonso Baquer (1), en éste segundo artículo acerca de lo “¿Qué es la Polemología?”, vamos a describir sucintamente cómo se ha desarrollado la disciplina y en qué estado se encuentra hoy, en el mundo y en nuestro país.
Bouthoul reiteradamente -en sus exposiciones y escritos- ha corregido al adagio romano de Flavius Vegeetius, expresando: “Si quieres la Paz, conoce a la guerra” y para ello creó la disciplina polemológica y escribió su erudito “Tratado de Polemología”, entre otras obras. En el Tratado se puede admirar la claridad de sus conceptos y la ordenada exposición de la reiteración cíclica del fenómeno socio-político bélico, en la Historia de la Humanidad.
Éste pretendido mayor conocimiento de la guerra ¿ha favorecido al mantenimiento de la Paz mundial? En la respuesta deberíamos considerar lo que hubiese ocurrido en las últimas décadas, si no existiera actualmente el conocimiento polemológico, fruto de dicho Tratado, en los niveles de decisión política de los principales actores internacionales.
Desde los años ’50 venimos hablando de la “Tercera Guerra Mundial”, incluyendo el “holocausto nuclear”, que nunca ha llegado. Pero llegaron otras guerras, imprevistas e imponderables, muy probablemente como consecuencia del esfuerzo de dirigentes que han logrado localizar a la guerra, limitando sus medios y los tiempos de sus fases más calientes. Desde 1945 han habido guerras, pero no declaradas y es evidente el esfuerzo de los líderes para reducir el avance de los conflictos, en la medida en que los medios de destrucción van aumentando exponencialmente sus capacidades.
No está demás, consecuentemente, realizar una síntesis actualizada de los avances polemológicos, cuando la gravedad de los riesgos estratégicos aumentan en los años 2000 y cuando retener la Paz no puede quedar solo en manos de la buena voluntad de las gentes, sino en el logro colectivo de una situación de concordia interna o internacional, encarnada por la inteligente comunicación política. La capacitación de los dirigentes sociales, el profundo conocimiento del origen del belicismo y de los síntomas de la inseguridad nacional e internacional, nos llevará a la resolución pacífica de los conflictos. Es éste el camino que permitirá superar las utopías idealistas, creadoras de los mitos o al determinismo de los fundamentalismos extremos.
Es cierto que los Organismos Internacionales no han sido totalmente capaces para retener la Paz, desde su creación hasta la fecha. Pero es indiscutible que han sido un espacio de diálogo que, cuando hubo buena fe, se demostraron eficaces. En el ámbito regional estas organizaciones proliferaron últimamente por razones ideológicas, al impulso de una pseudo-revolución que malversó a las pre-existentes. Ha llegado la hora -en el año 2016- de desmontar lo artificioso y re impulsar a los organismos genuinos, totalmente debilitados por la duplicidad de funciones, con fines inconfesables.
El “Instituto Francés de Polemología” -IFP-.
Éste Instituto, creado por G. Bouthoul en 1945, tenía por misión “proceder al estudio científico de las guerras, de las paces y de los conflictos intermedios” y a través de los años, hasta la actualidad, la misión fue cumplida. El Instituto lleva la impronta de su creador, hombre de amplios conocimientos pluridisciplinares -psicología, economía, demografía, historia y sociología política- que impuso un estilo y una metodología multi e interdisciplinaria para el análisis de las impulsiones belígeras.
La mencionada metodología es esencialmente cuantificadora. Se orienta por los grandes números y las series de datos. Bouthoul fue un discípulo de Durkheim, Bergson y Braudel. Investiga a los grandes ciclos y a las coyunturas críticas conflictivas.
El Instituto produjo en 1976 “Le Défi de la Guerre” -El Desafío de la Guerra- en colaboración con el Grl René Carrere y en 1980 “Guerres et Civilizations” -Guerras y Civilizaciones- que sumó a los dos autores del anterior libro, al sociólogo Jean-Louis Annequin, con un prefacio de nuestro conocido Jean Guitton. En ambos se sostiene una paradoja: en el S. XIX se identifica a la guerra con “la barbarie” y a la Paz con un “avance de la civilización”.
El Instituto publica una revista: “Etudes Polemologiques”, en la que se sostiene también dicha paradoja, señalando que las explosiones más violentas se originaron en las naciones más cultas. Con ello se daba por tierra la hipótesis citada, proveniente del positivismo, que establecía la sustitución del “espírituguerrero” por el “industrial”, en el mundo del progreso. Se llega a la conclusión -con Ortega y Gasset- de la “exquisita mixtura” de ambas cosas, como ha ocurrido con las naciones más avanzadas para resolver sus conflictos en la modernidad.
En los dos libros citados y en la colección completa de la revista del Instituto, se tiende a la verificación de los principios que sostiene el IFP. Estas publicaciones son complementarias. El “Desafio…” de orientación histórica, describe a las guerras entre 1740 a 1974, pretendiendo demostrar la “depuración y transformación” de las sociedades modernas. En “Guerras y…” hay mayor ambición: partiendo desde la prehistoria alcanza los albores del empleo nuclear y pone de relieve la permanente interacción del fenómeno guerra con la evolución de la civilización, donde el conflicto se genera. No hay pasaje de una etapa de la civilización a la subsiguiente, sin su condigna guerra mundial. Vivimos hoy, en la globalización planetaria desde 1991, el pasaje de la etapa de la civilización industrial a la posindustrial -la del conocimiento-, cabalgada por la guerra mundial contraterrorista global (2) y (3).

Hace unos años leia a Fernandez Montesinos que estaba de acuerdo con esto, pero que tambien, una vez hechados a las armas, habia mil imprevistos por resolver que no se habian tenido en cuenta antes de programar la guerra. Usted podría citar algunos de estos imprevistos? Se me ocurre bajas, escaez de alimientos o que los relevos no lleguen a tiempo, pero esta hipotesis mia es muy básica. Tal vez hay detalles que son menos importantes pero a la larga de igual valia?

Es éste el camino que permitirá superar las utopías idealistas, creadoras de los mitos o al determinismo de los fundamentalismos extremos.
Es cierto que los Organismos Internacionales no han sido totalmente capaces para retener la Paz, desde su creación hasta la fecha. Pero es indiscutible que han sido un espacio de diálogo que, cuando hubo buena fe, se demostraron eficaces. En el ámbito regional estas organizaciones proliferaron últimamente por razones ideológicas, al impulso de una pseudo-revolución que malversó a las pre-existentes. Ha llegado la hora -en el año 2016- de desmontar lo artificioso y re impulsar a los organismos genuinos, totalmente debilitados por la duplicidad de funciones, con fines inconfesables.
El “Instituto Francés de Polemología” -IFP-.
Éste Instituto, creado por G. Bouthoul en 1945, tenía por misión “proceder al estudio científico de las guerras, de las paces y de los conflictos intermedios” y a través de los años, hasta la actualidad, la misión fue cumplida. El Instituto lleva la impronta de su creador, hombre de amplios conocimientos pluridisciplinares -psicología, economía,
demografía, historia y sociología política- que impuso un estilo y una metodología multi e interdisciplinaria para el análisis de las impulsiones belígeras.
La mencionada metodología es esencialmente cuantificadora. Se orienta por los grandes números y las series de datos. Bouthoul fue un discípulo de Durkheim, Bergson y Braudel. Investiga a los grandes ciclos y a las coyunturas críticas conflictivas.
El Instituto produjo en 1976 “Le Défi de la Guerre” -El Desafío de la Guerra- en colaboración con el Grl René Carrere y en 1980 “Guerres et Civilizations” -Guerras y Civilizaciones- que sumó a los dos autores del anterior libro, al sociólogo Jean-Louis Annequin, con un prefacio de nuestro conocido Jean Guitton. En ambos se sostiene una paradoja: en el S. XIX se identifica a la guerra con “la barbarie” y a la Paz con un “avance de la civilización”.
El Instituto publica una revista: “Etudes Polemologiques”, en la que se sostiene también dicha paradoja, señalando que las explosiones más violentas se originaron en las naciones más cultas. Con ello se daba por tierra la hipótesis citada, proveniente del positivismo, que establecía la sustitución del “espíritu guerrero” por el “industrial”, en el mundo del progreso. Se llega a la conclusión -con Ortega y Gasset- de la “exquisita mixtura” de ambas cosas, como ha ocurrido con las naciones más avanzadas para resolver sus conflictos en la modernidad.
En los dos libros citados y en la colección completa de la revista del Instituto, se tiende a la verificación de los principios que sostiene el IFP. Estas publicaciones son complementarias. El “Desafio…” de orientación histórica, describe a las guerras entre 1740 a 1974, pretendiendo demostrar la “depuración y transformación” de las sociedades modernas. En “Guerras y…” hay mayor ambición: partiendo desde la prehistoria alcanza los albores del empleo nuclear y pone de relieve la permanente interacción del fenómeno guerra con la evolución de la civilización, donde el conflicto se genera. No hay pasaje de una etapa de la civilización a la subsiguiente, sin su condigna guerra mundial. Vivimos hoy, en la globalización planetaria desde 1991, el pasaje de la etapa de la civilización industrial a la posindustrial -la del conocimiento-, cabalgada por la guerra mundial contraterrorista global (2) y (3).
