Hoy a las 18.30 hs. falleció el Capitán de Infantería de Ejército RICARDO LUIS VON KYAW. Desde hace diez días se encontraba internado en el Instituto del Diagnóstico, como consecuencia del cáncer terminal que lo afectaba. Estando en el año 2015 yo alojado en el pabellón 19 de la U 31, conocido como “Barrio Chino”, por ser un galpón con un promedio de 18 camas, alineadas en 3 filas, llegó este hombre de 67 años de edad. Muy alto (1.90 de estatura) delgado, tranquilo y por sobre todo muy educado y pulcro. De pocas palabras, hacia honor a su ascendencia. Intercambiamos películas, algún libro, algunas charlas y caminatas en horas de la tarde en la sala de visitas. Allí en un espacio de unos 22 metros por 12, lo recorríamos en permanentes giros de 52 monótonos pasos. Luego de compartir espacio por tres meses, él se mudó al pabellón 8, previo hacer arreglar una celda, por un prisionero entendido. Eliminadas sus goteras, enduidas y pintadas sus paredes, era la mejor de la prisión y en la que todas sus pertenecías estaban meticulosamente dobladas, alineadas y diría que clasificadas. A todo esto, a través de comentarios en la enfermería, todos sabíamos de su enfermedad y la irreversible evolución de la misma. También por sus permanentes traslados a quimioterapia. En febrero de 2016 publicamos un único escrito de él, que tituló “Comiéndose al Caníbal” . Mientras lo releo vuelvo a ver su rostro, y sé que finalmente este verdadero soldado y caballero, volvió a ser definitivamente libre.

El Teniente Primero del Ejército Ricardo Luis Von Kyaw cumplió tareas como Oficial en la Sección Central Reunión de información del Destacamento de Inteligencia 101 entre el 15 de diciembre de 1976 y el 7 de julio de 1978, fecha en la que se dispuso su pase a retiro. Alumno ejemplar, en el ’76 realizó el curso de “Técnico de Inteligencia” en la sede de la Escuela de inteligencia del Comando de Institutos Militares del Ejército Argentino, y aprobó con concepto “Sobresaliente”. En su legajo personal se le reconoce la especialidad “AEI” (Aptitud Especial de Inteligencia), lo que da cuenta de su específica preparación para llevar a cabo las tareas represivas para la Jefatura II de Inteligencia y el Comando de Brigada de Infantería X de La Plata, ambos de la subzona operativa Nº11 en el esquema del terrorismo de Estado.
El accionar del Destacamento 101, ubicado en calle 55 entre 7 y 8 -pleno centro de La Plata, comprendía tanto a los asuntos vinculados con la “línea de comando ordinaria” (Comisarías, Unidad Regional, dependencias del Ejército, Plan Cóndor, etc.), como en los que tenían que ver con la “línea de comando Jefatura” (por ejemplo, Dirección General de Investigaciones de la Policía de la Provincia de Buenos Aires). Por ello, y más allá del rol central en operativos represivos vinculados exclusivamente a “La Cacha”, varios de los integrantes del plantel del 101 están procesados en las causas de los CCD de las Brigadas de Investigaciones de La Bonaerense de Camps (Quilmes, Banfield y San Justo). Quizás por ello, consciente de su responsabilidad en centenares de secuestros, torturas y desapariciones, el ex teniente demostró su especial aptitud para profugarse de la justicia cuando lo llamaron a dar explicaciones de su pasado.
La detención de Von Kyaw fue ordenada el 16 de febrero de 2010, y al determinarse que estaba prófugo se le dictó orden de captura internacional. Hay varios detalles sobre la fuga del represor que dan cuenta de cómo trabaja la justicia federal argentina. El represor se fugó en febrero de 2010, al conocerse su procesamiento en causa “La Cacha”. Al parecer fue avisado por teléfono por otro de los militares apresados en ese expediente, que estaba detenido pero no incomunicado, y que su todos los nombres de los requeridos en la causa porque estaban en la orden de detención que la policía exhibió ante cada imputado. Para colmo, cuando llegan con la orden a buscar a Von Kyaw, tenían consignado el numeral del edificio pero no el departamento, con lo cual se debió una nueva medida y se perdieron horas fundamentales para la huida del genocida a Paraguay, destino de fuga elegido en los ’80 y ’90 por connotados otros represores como Samuel Miara y Omar Alonso, apropiadores de hijos de desaparecidos que pasaron por La Cacha.
Cuando fue finalmente detenido en un hotel de la capital de Panamá en 2014 llevaba un pasaporte falso a nombre de un ciudadano alemán de nombre de pila “Jürgen”, nacionalizado paraguayo. Indagado por autoridades panameñas el represor admitió que lo había “comprado” en Paraguay. Entonces se decidió realizar el “fichaje”: enviaron sus huellas digitales a Alemania y a Paraguay para constatar los dos orígenes que indicaba el pasaporte. Las huellas también fueron enviadas a Interpol y así surgió que tenía pedido de captura internacional ordenada por la justicia federal platense. Expulsado a Argentina fue detenido en el aeropuerto de Ezeiza. Cerraba un periplo de prófugo que lo había llevado por Paraguay, Uruguay y Brasil. En un inicio, la Policía de Seguridad Aeroportuaria (PSA), que compartió luego la búsqueda con la Policía Federal, logró ubicar a Von Kyaw en Paraguay. También, determinó que salía de ese país a localidades del sur de Brasil para realizarse atenciones frente a un problema de salud y que en varias ocasiones pudo trasladarse por tiempos prolongados a la República de Uruguay a atender negocios. Un informe de la Unidad de Información Financiera indicó que al momento de fugarse Von Kyaw era el gerente de la empresa de seguridad privada “Consultora Videco S.A.”, director de “Argenpolo S.A.” e integrante de la Cámara Argentina de Empresas de Seguridad e Investigación (CAESI). Allí figura que tuvo acreditaciones anuales en cuentas bancarias a su nombre y en otras en las que figuraba como titular junto a otras personas por más de 38 millones de pesos en 2008, por casi 41 millones y medio en 2009 y por casi 14 millones en 2010, hasta que se fugó. Con la resolución sobre su “incapacidad sobreviniente” queda también en suspenso esta investigación sobre cómo hizo para financiar su huida y sostenerse económicamente, realizando viajes, consultas y atenciones médicas y alojamiento de primer nivel, lo que empezaba a entrever una potencial red de financiamiento de represores prófugos.
Al menos por mi parte, y como ex soldado conscripto como la ley me pidio que lo fuera en 1970, desempeñe con lealtad a la patria tan distiguido honor.
Me supe granjear el cariño de casi todos los que que alguna manera fueron los que me formaron como soldado de la patria y como ciudadano. Aun conociendo a fondo todo este horror vivido y que aun continua para estos soldados que con valos combatieron a la guerrilla apatrida que se habia enquistado en el pais. Lo mas doloroso que los verderos culpables huyeron como ratas para luego volver con el gerrillero Alfonsin y toso los Clownes que le sucedieron. aun Hoy continuo orendo de acuerdo a mi conviccion de Cristiano Evangelico Bautista, que como tal jamas abjure y siempre mantuve en alto la bandera de la Fe. Todos los que me conocieron y fueron y aun son mis amigos alabaron la grandeza de mi entrega a la Fe, jamas me combatieron sino que ciando me tocaba alguna reflexion siempre el Seños ponia en mis labios palabra de vida y de aliento a los que me rodeaban, aun desde hace 47 años continuo orando por ellos, aun mas conociendo los sufrimientos que les inflingen estos terroristas que aun continuan en este gobierno. Me temo que las palabras de don Bernardino al abrir las sesiones ordinarias en un discurso memorable dijo: lo peor que puede pasar es cambiar de tirano sin destruir la tirania”. Ademas dbemos saber que el que hace tesoros en la tierra donde el orin y la polilla corrompen estan destinados a morir como vivieron, mas los que cumplierosn con la voluntad del que me envio tienen un lugar el los palacios celestiales y una vida larga muy larga junto a los santos y a los que no precedieron. Dios les bendiga y les guarde, ilumine vuestro camino con la luz eterna de su mirada, y fuerza aun Cristo sufrio muchisimo mas antes de dar su vida por nosotros. El Teniente Primero del Ejército Ricardo Luis Von Kyaw cumplió tareas como Oficial en la Sección Central Reunión de información del Destacamento de Inteligencia 101 entre el 15 de diciembre de 1976 y el 7 de julio de 1978, fecha en la que se dispuso su pase a retiro. Alumno ejemplar, en el ’76 realizó el curso de “Técnico de Inteligencia” en la sede de la Escuela de inteligencia del Comando de Institutos Militares del Ejército Argentino, y aprobó con concepto “Sobresaliente”. En su legajo personal se le reconoce la especialidad “AEI” (Aptitud Especial de Inteligencia), lo que da cuenta de su específica preparación para llevar a cabo las tareas represivas para la Jefatura II de Inteligencia y el Comando de Brigada de Infantería X de La Plata, ambos de la subzona operativa Nº11 en el esquema del terrorismo de Estado.
El accionar del Destacamento 101, ubicado en calle 55 entre 7 y 8 -pleno centro de La Plata, comprendía tanto a los asuntos vinculados con la “línea de comando ordinaria” (Comisarías, Unidad Regional, dependencias del Ejército, Plan Cóndor, etc.), como en los que tenían que ver con la “línea de comando Jefatura” (por ejemplo, Dirección General de Investigaciones de la Policía de la Provincia de Buenos Aires). Por ello, y más allá del rol central en operativos represivos vinculados exclusivamente a “La Cacha”, varios de los integrantes del plantel del 101 están procesados en las causas de los CCD de las Brigadas de Investigaciones de La Bonaerense de Camps (Quilmes, Banfield y San Justo). Quizás por ello, consciente de su responsabilidad en centenares de secuestros, torturas y desapariciones, el ex teniente demostró su especial aptitud para profugarse de la justicia cuando lo llamaron a dar explicaciones de su pasado.
La detención de Von Kyaw fue ordenada el 16 de febrero de 2010, y al determinarse que estaba prófugo se le dictó orden de captura internacional. Hay varios detalles sobre la fuga del represor que dan cuenta de cómo trabaja la justicia federal argentina. El represor se fugó en febrero de 2010, al conocerse su procesamiento en causa “La Cacha”. Al parecer fue avisado por teléfono por otro de los militares apresados en ese expediente, que estaba detenido pero no incomunicado, y que su todos los nombres de los requeridos en la causa porque estaban en la orden de detención que la policía exhibió ante cada imputado. Para colmo, cuando llegan con la orden a buscar a Von Kyaw, tenían consignado el numeral del edificio pero no el departamento, con lo cual se debió una nueva medida y se perdieron horas fundamentales para la huida del genocida a Paraguay, destino de fuga elegido en los ’80 y ’90 por connotados otros represores como Samuel Miara y Omar Alonso, apropiadores de hijos de desaparecidos que pasaron por La Cacha.
Cuando fue finalmente detenido en un hotel de la capital de Panamá en 2014 llevaba un pasaporte falso a nombre de un ciudadano alemán de nombre de pila “Jürgen”, nacionalizado paraguayo. Indagado por autoridades panameñas el represor admitió que lo había “comprado” en Paraguay. Entonces se decidió realizar el “fichaje”: enviaron sus huellas digitales a Alemania y a Paraguay para constatar los dos orígenes que indicaba el pasaporte. Las huellas también fueron enviadas a Interpol y así surgió que tenía pedido de captura internacional ordenada por la justicia federal platense. Expulsado a Argentina fue detenido en el aeropuerto de Ezeiza. Cerraba un periplo de prófugo que lo había llevado por Paraguay, Uruguay y Brasil. En un inicio, la Policía de Seguridad Aeroportuaria (PSA), que compartió luego la búsqueda con la Policía Federal, logró ubicar a Von Kyaw en Paraguay. También, determinó que salía de ese país a localidades del sur de Brasil para realizarse atenciones frente a un problema de salud y que en varias ocasiones pudo trasladarse por tiempos prolongados a la República de Uruguay a atender negocios. Un informe de la Unidad de Información Financiera indicó que al momento de fugarse Von Kyaw era el gerente de la empresa de seguridad privada “Consultora Videco S.A.”, director de “Argenpolo S.A.” e integrante de la Cámara Argentina de Empresas de Seguridad e Investigación (CAESI). Allí figura que tuvo acreditaciones anuales en cuentas bancarias a su nombre y en otras en las que figuraba como titular junto a otras personas por más de 38 millones de pesos en 2008, por casi 41 millones y medio en 2009 y por casi 14 millones en 2010, hasta que se fugó. Con la resolución sobre su “incapacidad sobreviniente” queda también en suspenso esta investigación sobre cómo hizo para financiar su huida y sostenerse económicamente, realizando viajes, consultas y atenciones médicas y alojamiento de primer nivel, lo que empezaba a entrever una potencial red de financiamiento de represores prófugos.
