Las autoridades del estado de Oregón (Estados Unidos) declararon el estado de emergencia por tres meses en la mayor ciudad del estado, Portland, debido a la epidemia de fentanilo. A finales de 2020, Oregón se convirtió en el primer estado de EE.UU. en aprobar la despenalización de la posesión de pequeñas cantidades de drogas duras, como la cocaína y otras sustancias. La llamada Medida 110 entró en vigor en el año 2021.

En este contexto, un informe del año pasado de los Centros para el Control y Prevención de Enfermedades de EE.UU. (CDC, por sus siglas en inglés) reveló que más de 107.000 personas murieron por sobredosis de drogas en el país entre enero de 2019 y junio de 2022, de las cuales más de dos tercios estaban relacionadas con opioides sintéticos, en su mayoría, fentanilo producido ilícitamente. Para combatir la epidemia de drogas, las sobredosis mortales y la distribución generalizada de fentanilo, se formó un grupo de trabajo en la ciudad de Portland y una de sus iniciativas fue declarar el estado de emergencia. La propuesta fue apoyada por la gobernadora de Oregón, Tina Kotek, la presidenta del condado de Multnomah, Jessica Vega Pederson, y el alcalde de Portland, Ted Wheeler.

 

“Nuestro país y nuestro estado nunca han visto una droga tan mortal y adictiva, y todos están intentando decidir cómo responder a esta crisis”, dijo Kotek sobre la situación.

Según el comunicado, el Departamento de Salud ha decidido lanzar una campaña de educación pública que se difundirá en transportes, vallas publicitarias, ‘streamings’ de audio y medios digitales, entre otros, durante el estado de emergencia.  Asimismo, se recurrirá a las policías estatales, del condado y de la ciudad, así como a recursos médicos, para combatir la epidemia de fentanilo. Además, los servicios municipales buscarán ayudar a los afectados por la droga, proporcionando tratamiento a las personas que sufren adicción.

    Three months ago, I went to Portland for business, and I experience what is like with my own eyes. Voters in Oregon took a dramatic step back from ‘America’s long-running War on Drugs’. By a big margin, Oregonians approved Ballot Measure 110, which eliminated criminal penalties for possessing small amounts of any drug, including cocaine, heroin, and methamphetamine. When the policy went into effect early the next year, it lifted the fear of prosecution for the state’s drug users, but large amount of people started to use drugs. Now, you can even walk around without not seeing the zombie spectacle.

      As someone who has called Portland home since 1998, I can attest to the rapid decay of our once-beautiful city. The saddest part is seeing people continue to vote for the same failed policies that got us into this mess.

    Decriminalization doesn’t solve or remotely help the issue because the issue IS the BLACKMARKET! The Blackmarket fentenyl (which IS NOT Pharmaceutical grade compound) is random Fentenyl analogs, a plethora of which are in or finding their way into every drug of choice. So decrim doesn’t just make it “suddenly disappear” . Full Federal legalization in which stores or pharmacies offer Clean drug supply for APPROVED users who’ve undergone an intake process , are in the specific database, can buy and receive a limit of a safe supply drug and must use it under the pharmacy supervision, in which they could offer treatment as well, for those interested. That’s the ONLY way this would work! And could work! So taking Portugal approach and strengthening & improving it.

    I lived in Portland until recently. It was a huge mistake. A once very nice city is being destroyed. Without the option of sending them to jail, many will choose to stay on drugs and on the street.

    Decriminalizing hard drug does not work. It only kills the drug users and sends money to the drug cartels. Either have drugs illegal and force drug addicts off the streets and into treatment or have hard drugs fully legal and regulate and tax them like they did with weed. But decriminalize is this area in between where nothing gets done. As for Portland, the downtown is a mess and I no longer go there. I used to go downtown all the time for markets and festivals. It is really a shame; Portland was a great place to live up until a few years ago. It is probably going to be a decade before it recovers.

    There is a REASON why drugs and drug users were criminalized. The idea if you make something no longer illegal, then there is no incentive to NOT do it. Which is why you have all the big dark blue cities and states looks like a zombie apocalypse. Same thing with shop lifting. Hurting people and every other crime.     I couldn’t imagine being on that stuff. My life is difficult enough – to put it LIGHTLY. I’m grateful to have a roof over my head and access to food most nights. Scraping by, but I get by. I always tell anyone thinking about using heroin or fentanyl, “What little you may have, be prepared to lose it all.” Because it will happen. I’ve watched it happen to several of my friends first-hand. However, I adamantly disagree with how government handled the opioid crisis when it comes to discarding pain patients. The laws created by the CDC in 2016 pertaining to pain management doctors and their patients, I believe fueled both the real opioid crisis we see on the streets and loss of life. There was zero help or outreach by the government or medical community with help for people prescribed high doses of multiple opioid medications abruptly terminated as a pain management patient by their doctors.

    This is my experience: I had a kidney stone in the early 90’s and went to the ER. They put in an IV and gave me fentanyl. I literally thought I was going to die! I felt a cold feeling going up from my feet and legs through my body. I thought, “When it gets to my head, I am going to die!” The feeling started to go away when a nurse came back with another syringe. I said, “Please, no more of that!” She said, “I will just give you half.” A lie: they never give you half an injection. I went through the feeling again, terrified I was going to die! Finally, it subsided, and I said, “I am leaving.” They gave me a referral to a urologist. That is in my medical record now on a red sticker on the file folder: “NO FENTANYL.” That is some SCARY, nasty stuff.

    When I get home and check my shoes for poo which I have to do a lot more often now, sometimes it’s not canine, but human.

    That’s good, though the district attorneys of several counties in this state are currently in a lawsuit to turn over the egregious living conditions. Multnoma county has forced the rest of us to live in.
